Missouri Lawmakers Support Single Subject Rule for Ballot Measures – Until They Want to Rob Voters of Choice
The Missouri House advanced a measure to the November ballot that would do two things: First, it would make it illegal for noncitizens to vote in the state, which is already illegal under federal and state law.
Second, it would ban the use of ranked choice voting.
SJR 78, which cleared the state Senate in April, changes only a single word in Article III, Section 2 of the Missouri Constitution as it pertains to voter eligibility from “All citizens of the United States" to “Only citizens.”

Arkansas State Senator Clarke Tucker (Little Rock) has introduced a state constitutional amendment that would implement a nonpartisan top-two primary system in Arkansas similar to the systems in place in California, Washington, and Alaska.

Missouri Lawmakers Are Once Again Targeting the Ballot Initiative Process
The Missouri House approved a proposal Thursday that would make it harder for citizens to amend the state’s constitution via ballot initiative. The resolution would raise the vote threshold to pass constitutional changes from a simple majority to 60%.
This has been a continued effort by state lawmakers. The threat to the ballot initiative process is so serious that in 2022 a two-thirds vote requirement had to be stopped by a filibuster in the state Senate.
