Senate District 19: A Trailblazing Latina and California’s First Transgender Lawmakers Go Head-to-Head

In the race for California's Senate District 19, incumbent Republican Rosilicie Ochoa-Bogh faces Democrat Lisa Middleton in what is expected to be a competitive contest. This district, which encompasses parts of Riverside and San Bernardino Counties, has seen shifting political allegiances in recent years, making it a key battleground in the upcoming elections.

Whoever wins will have to appeal to NPP voters, who make up nearly 20% of registered voters in the district. Democrats account for 37%, and Republicans are at 36%

Ochoa-Bogh, who won her seat in 2020, is a former elementary school teacher, school board member and realtor. She's the first Republican Latina to serve in the Senate.

Middleton is a Palm Springs City Council member and former mayor. She defines herself as “an Independent Democrat with a track record of working with Republicans and Independents to deliver pragmatic, common-sense solutions to some of our region’s greatest challenges,” her campaign website says.

Although Ochoa-Bogh secured a strong lead in the primary, political analysts suggest the general election could be much closer, especially given the district's changing demographics. Middleton, who emerged as the Democratic challenger, has built momentum, particularly among younger voters and those in suburban areas.

Ochoa-Bogh’s campaign platform focuses on issues that cross party lines, including affordable housing, economic growth, education, and public safety. As a Latina trailblazer in the Senate, she has positioned herself as a representative of both her party and the diverse communities within her district.

Ochoa-Bogh’s campaign has attracted strong support from business groups and public safety organizations, reflecting her focus on government accountability, improvising the economy, and taking a stronger stance against crime and drugs.

She has also been a vocal advocate for school choice and has received endorsements from various education reform groups. “Our district needs a leader who understands the importance of empowering parents and supporting small businesses,” Ochoa-Bogh stated during a recent campaign event.

Public safety, in particular, is a cornerstone of her platform. Ochoa-Bogh has emphasized the need for strong law enforcement and has pushed back against efforts to defund the police. It’s little surprise law enforcement and public safety organizations are supporting her campaign.

Lisa Middleton: California's First Openly Transgender Lawmaker Garners Deep Support for Senate

Middleton brings a focus on social justice, healthcare, and environmental issues to the race. With a background in community organizing and public health, Middleton has centered her campaign on addressing the district’s most pressing social issues, particularly those affecting underserved communities.

She too is a trailblazer. At a recent local Democratic Club meeting, according to the Desert Sun, she told the crowd: 

“I’m a very proud member of the LGBTQ community, and I am transgender. If I’m elected, I’ll be the first transgender person in the state Legislature. That’s not a reason to vote for me. But in California, it is time that we stand up and say anyone can run. Everyone has a chance.”

Middleton has received endorsements from labor unions, environmental groups, and progressive organizations, reflecting her commitment to policies aimed at improving healthcare access, expanding affordable housing, and combating climate change.

“The people of SD19 deserve a senator who will fight for their health, their environment, and their future,” Middleton said in a recent interview.

On public safety, Middleton has advocated for reform-oriented policies that address the root causes of crime, such as poverty and lack of opportunity. She has also called for increased investment in mental health services and community-based programs as part of a comprehensive approach to public safety.

What’s at Stake?

The outcome of the SD19 race will have significant implications for the balance of power in the California State Senate.

For Republicans, retaining this seat is crucial for maintaining their presence in a region that has become increasingly competitive. For Democrats, flipping this seat would represent a significant victory and further cement its control of the Senate.
