California State Budget Fine; Did Jerry Brown Lowball Figures?

Today, the California State Controller's office released a surprisingly upbeat and BOLD analysis; a sharp contrast from last month's report. Basically, the Controller produced a downbeat report leading into the budget vote. Then right after the budget was adopted, did a 180. Hmmmmmm. Smell a rat? Did Jerry Brown lowball budget numbers?
