It is important to note that all of these states have closed or semi-closed primaries. Well, Alaska’s Democratic primary is open, but the Republican primary is closed.

I think it is interesting that people call this a federal program when most governors want this for their states. It is not a federal program. It is a joint effort by states, which is an important distinction to make.

It is a shame the bill that would have stripped military commanders out of the prosecution process for MST cases failed so early. There needs to be real reform, but it doesn’t look like it is going to happen this session.

I take that back, after looking into the NJ primary system, NJ is closed which is slightly different than the semi-open primary Texas has. In NJ, independent voters are forced to register with a party they do not
