These new laws do put citizens in a difficult position where the enforcement of federal law seems to be dictated by a whim. Advocates should look to the schedule 1 classification and push for reform there.

Many of these meetings fail to produce tangible results. It may take a smaller effort to create steps for moving forward rather than a large collective of countries.
